The third line:

“The child died following her stay at an ICE Detention Center, as a result of possible negligent care and a respiratory illness she contracted from one of the other children. The events took place in Dilley Family Detention Center in south Texas,” she wrote.

Sounds like they are saying that the child was treated negligently at a detention center and contracted an illness, and died later as a result.

Here is one solution being bandied about in Europe to solve the problem of housing asylum seekers.

"One solution are migrant centers, the so-called "disembarkation platforms," sites located on non-European soil where asylum applications are to be decided without the claimants setting foot in Europe. A kind of pilot project in this vein, led by UNHCR, the United Nation's refugee organization, but largely financed by the EU, is currently being created at one of the largest traffic arteries, Tripoli, a city of several million in Libya. "

What if we offer Mexico money to set up "disembarkation platforms?"  The EU appears to be paying Libya.
