I would guess this is due to population density but I'm not really sure. Nordic countries, Australia, US and Canada have the cleanest air. Europes is quite a bit dirtier. The Gulf countries are horrible which surprises me considering their wealth.

Diesel powered vehicles are much more common in Europe, I would assume that is a big contributor to the higher fine particulates in the air.
